Proposal Due Date Clarification for STAC Solicitation 05-STAC-01

The solicitation document indicates that proposals under STAC Solicitation
05-STAC-01 are due at 5:00 p.m. Eastern Time on "Thursday" July 15, 2005. The text should read: 5:00 p.m. Eastern Time on "Friday" July 15, 2005.

Cooperative Agreement Reference in Model Contract

The initial Cooperative Agreement between the U.S. Department of Energy and NASEO which provided the initial funding for STAC and the resulting projects from the solicitation as referenced in the Model Contract attachment to STAC Solicitation 05-STAC-01. The Cooperative Agreement is subject to modification, any and all such modifications would be apply to any subsequent negotiated contract. The Cooperative Agreement is referenced in the Model Contract as "Appendix B" and is included in the link below for proposers reference.

Clarification Concerning Solicitation 05-STAC01

A question has arisen concerning the term of proposed projects, which STAC believes should be clarified.

The question: Solicitation Section 1. B. says Projects may be proposed with performance periods of one to three years. (12-36 months). Attachment E. Article III: TERM says that contracts will be from an initial term of 18 months with an additional contract year allowed for a total of 28 months. Please clarify.

Clarification: Projects may be proposed with performance periods of one to three years as stated in the solicitation. Article III of Attachment E is part of the Model Contract, and although the language in the Model Contract is illustrative, it does not  alter the ability of proposals to be submitted for performance periods of one to three years.
