Advanced Travel Center (Truckstop) Electrification for Reducing Idling from Heavy Duty Vehicles

Project Description:

Install 150 ATE (Advanced Travel Center Electrification) truck parking spaces at three truckstops in North Carolina, South Carolina, and Georgia in order to reduce the need for truck idling. Each truckstop will have 50 ATE parking spaces. The long-term goal of the project is to show that ATE technology can have a positive impact on fuel conservation, can improve local air quality, and is a good investment with a fast payback for truckstop owners.

Management Plan (Approach):

The unique nature of STAC requires that projects be supported by multiple State entities, and to the extent necessary any other entity. As indicated in the STAC Agreement, it is the Contractor’s responsibility to coordinate the execution of work under the Contract, incorporated by reference hereto. Contractor, in conjunction with the other State entities, and to the extent necessary any other entity, shall conduct the project in accordance with the Management Plan (approach) described below.

The South Carolina State Energy Office is the contractor and Team Leader for this project and will handle all contracting and subcontracting issues. They will coordinate all project-related activities among and between the Team States. Ms. Patricia Tangney is the key Team Leader for this multi-state proposal. Each Team State has identified a Project Manager, who shall be responsible for coordinating all project-related activities within their own state. IdleAire Technologies Corporation based in Knoxville, TN is the private sector partner in this project who will have oversight of all major technical tasks including construction and design, engineering and permitting for deployment of this advanced technology. Each Team Member will participate in monthly conference calls to discuss project status from the time of contract award to completion of the final report. The Team Leader will compile and edit all progress reports, and the interim and final reports.

Task 1: Work Plan and Project Management

The contractor will develop a draft work plan, detailing roles and responsibilities, due dates, deliverables, etc., for the project partners. Based on input/revisions from the project partners, a final work plan will be developed. This final work plan will be the basis for the execution of Memorandums of Understanding among all the partner states and IdleAire. The contractor will handle all contracting and subcontracting issues, approve all reports and subcontractor amendment requests.

Task 2: IdleAire ATE Deployment Plan including Selection Sites and Permitting

IdleAire with the assistance of the Team Leader and Team States will review potential TSE (truckstop electrification) sites and compile a prioritized list based on feasibility and air quality impacts and determine a final selection for TSE in this task. Resources will be tapped to ensure that the most recent data for truck activity is considered to ensure the longevity of this project and future market penetration of the technology in each state. A technical memorandum documenting the final TSE site selection will be prepared by the Team Leader and made available for public release to Team States. Following complete deployment of TSE, the Team States will promote this innovative technology to groups including Clean Cities Coalitions, 8-Hr Early Action Compact Stakeholders, EPA’s Sustainable Environment for a Quality of Life, and the Southeast Alternative Fuels Task Force. The contractor shall include an analysis of the results of the deployment and installations within the Final Report.
