Development of a Total Assessment Audit Protocol for the Chemical Industry in the Midwest

Project Description:

Develop, demonstrate, and publicize a protocol for conducting and utilizing Total Assessment Audits (TAA) for the chemical industry. The protocol will be in the Midwest; however, its methodology will be universal. A TAA procedure and protocol will be developed and seven audits for selected small and medium-sized chemical companies will be conducted in the three participating States: Illinois, Indiana, and Ohio.

Management Plan (Approach):

The unique nature of STAC requires that projects be supported by multiple State entities, and to the extent necessary any other entity. As indicated in the STAC Agreement, it is the Contractor’s responsibility to coordinate the execution of work under the Contract, incorporated by reference hereto. Contractor, in conjunction with the other State entities, and to the extent necessary any other entity, shall conduct the project in accordance with the Management Plan (approach) described below.

The University of Illinois at Chicago Energy Resources Center (UIC/ERC) will provide principal project management under this contract. The UIC/ERC will assume the project responsibility to administer the contract (including negotiating all subcontracts); will oversee the work of the prime and all subcontractors; and will deliver all contract deliverables to STAC. The principal investigator for the Energy Resources Center in the management and overview of the tasks will be Michael Chimack. Mr. Chimack is the Principal Research Engineer who manages the Engineering Solutions Group within the Energy Resources Center. Mr. Chimack is the Assistant Director of the USDOE Industrial Assessment Center (IAC) and has managed and participated in numerous energy management projects in the Industrial marketplace in the last ten years. The principal team will consist of individuals from each of the following: Energy Resources Center at the University of Illinois at Chicago; the State of Illinois, Department of Commerce and Economic Opportunity, Bureau of Energy and Recycling; the City of Chicago, Department of Environment; the State of Ohio Department of Development Office of Energy Efficiency; the State of Indiana Department of Commerce, Energy and Recycling Office; and the Indiana Clean Manufacturing Technology and Safe Materials Institute at Purdue University. Other team members may include individuals listed in the subcontractors subsection. UIC/ERC and the project team will carry out the following tasks:

Task 1: Subcontractor Selections/Team Building

ERC/UIC will interview subcontractors and will liaison with all funding agents and subcontractors to coordinate efforts with regard to scheduling and assignment of task deliverables.

Task 2: Candidate Sites Selection

Candidate Chemical firms residing within the three participating Midwest Coalition states will be identified, preliminary evaluations / screening conducted, and five (5) chemical manufacturers plants in Illinois, one (1) chemical manufacturing plant in Ohio, and one (1) chemical manufacturing plant in Indiana, for a total of seven chemical manufacturing plants will be selected who will agree to participate in the program over the next 18 months.

Task 3: Total Assessment Audits

TAAs will be conducted in the selected chemical manufacturers’ facilities utilizing the selected members of a new Chemicals Coalition. These assessments will be multi-day and include input and assistance from the various TAA team members throughout the assessment process.

Task 4: Education/Outreach

Prepare case studies, fact sheets, and/or bulletins that analyze the results from the Task 3 efforts. These documents will be utilized as part of an outreach program to demonstrate the value (benefits vs. cost) of the TAA process. Conduct two (2) workshops / seminars/ and/or presentations on the project to industry.
