STACProject Information CenterDevelopment of a Total Assessment Audit Protocol for the Chemical Industry in the MidwestAs part of the State Technologies Advancement Collaborative (STAC) program for the chemicals industry, a team of multi-disciplined engineers was brought together to help a select number of chemicals manufacturers reduce operating costs. The model for this program was based on a business assistance program that was organized in late 1998 and early 1999 to deliver on-site services to members of the metal casting industry (NAICS 3315, Foundries) within the State of Illinois. The Chemical and Allied Products Industry (Chemicals Industry) was chosen as a target for a TAA program because of its overall importance to the U.S. economy and the opportunities for significant improvements in the utilization of energy resources. The Department of Energy’s (DOE) Industrial Technologies Program regards the Chemicals Industry as one of the premiere industries for energy usage improvement potential. In 1996, the Chemicals Industry purchased about 158.4 billion kWh of electric energy. The cost of this electric energy was almost 5.5 billion dollars. The cost of purchased fuels was nearly the same at 5.0 billion dollars, suggesting that significant levels of fuel powered system opportunities exist. The purpose of this project was to take the core ideas and function of the original Metal Casters TAA Program – improving manufacturing competitiveness through holistic audits that concentrate on a wide variety critical manufacturing issues – and develop a protocol for applying them to the chemicals industry. The challenge was to come up with an audit protocol that is concise and efficient, yet flexible and broad enough to be effective for a diverse industry.
